Recusas de visto: 41 de 132 voltaram ao ajuste direto, segundo o Portal BASE e o Tribunal de Contas (18 October 2026). De 2015 a 2025, o Tribunal de Contas recusou o visto a 147 contratos de aquisição; em 132 é possível seguir o fornecedor. Em 60 delas a mesma entidade celebrou depois ajustes diretos com o mesmo fornecedor para um objeto parecido: 254 contratos, 96 790 627,83 € sem IVA, segundo o Portal BASE e o Tribunal de Contas. Sem os ajustes por exclusividade e sem os de valor igual ou superior ao limite de dispensa de visto, são 41 recusas, 136 contratos e 24 620 306,60 €. Os montantes são preços contratuais, não pagamentos.
Guimarães: 4 ajustes diretos após a recusa de visto, segundo o Portal BASE e o Tribunal de Contas (18 October 2026).
