Three sources, three different questions.
The accounts show revenue collected and spending paid in one year. Portugal 2030 shows support awarded, executed and paid. Municipal activity shows published documents. We do not add these figures up because they have different periods and meanings.

We do not guess where a contract was carried out
A buyer or supplier with an address in a municipality does not prove the work happened in that territory. Contracts will only enter when the source publishes a place of performance that can be reconciled with the municipality.
