Responder aos desafios da futura regulação da qualidade do ar em Portugal

The AIRTIP framework highlights air pollution as the future challenge of environment management and human health protection. AIRTIP will contribute to enrich the knowledge in this scientific field and serve as a policy-oriented support, by answering 2 main questions: - In 2030, which Portuguese regions will have air quality problems that will threaten human health? - Which measures can be adopted to improve future air quality in Portugal for health protection under climate change? To face these challenges, AIRTIP’s objectives must be ambitious, going beyond the state of the art by integrating multiscale and multidisciplinary analyses. The specific objectives are: Objective 1 (O1): investigate the Portuguese compliance of the new air quality directive (AQD) limit values; Objective 2 (O2): quantify future air pollution impacts on health; Objective 3 (O3): identify air pollution hotspots that will require higher monitoring in the future; Objective 4 (O4): integrate climate policies in air quality management (AQM); Objective 5 (O5): increase citizens and stakeholders’ engagement in co-design of AQM strategies; Objective 6 (O6): list a set of AQM recommendation. These objectives will be addressed in 7 tasks to be developed in 36 months. Task1 focuses on climate modeling, aligning with the Portuguese Roadmap for Carbon Neutrality (RNC2050). Using data from Task1, Task 2 employs CAMx for air quality modeling to assess the compliance of EU standards (O1), ensuring the integration of climate policies into the air quality quantification (O4). The Health Impact Assessment (HIA) in Task2 contributes to O2, with a novel approach considering Portuguese specific exposure-response functions. Air Quality Monitoring (Task3) includes mobile laboratories, and, together with Task2, will ensure the correct identification of specific locations that will require higher air quality monitoring in the future (O3). Co-creation and stakeholders’ engagement (Task4) represent AIRTIP key innovation and challenge, trying to effectively integrate the collaboration between policymakers, stakeholders, citizens, and researchers. Task 5 synthesizes co-designed strategies and quantified impacts into transferable technical and policy recommendations, surpassing current practices. The communication and dissemination plan (Task6), the project management (Task7), and the contingency plan (see atched documents) ensures to correct development of AIRTIP project, creating robust outputs with highest impact on society. The project's importance lies in its ability to offer valuable insights to policymakers, stakeholders, and the scientific community. The objectives are ambitious, encompassing cutting-edge modeling, extensive data collection, stakeholder engagement, and recommending novel AQM strategies. By addressing critical challenges and surpassing the state of the art, AIRTIP stands as a pioneering initiative in the harmonization between climate change, air quality and health impact assessments to advance air quality management practices in Portugal.
